Yes. Maryland law requires that student groups leave membership open to all students who are qualified to fill the groups’ special aims. So you must make your break-dancing club available to all students who can dance. Any groups that are secret or exclusive are not allowed to use school facilities or to hold activities on school grounds. [1] A student religious club may not exclude students of other faiths, but probably could limit leadership positions (where students would have to lead prayers or other observances) to only those of the faith. Prince George’s County requires that “membership in a club or organization shall not be denied to any student on grounds of race, religion, creed, sex or national origin.” Prince George’s County Public Schools, Administrative Procedure 5150, Student Responsibilities, Rights and Involvement § IV(3)(m).
